The Speaker stated that, without objection, the following which was                                 
on the April 8, 2003, calendar (page 857) would be moved to the                                     
bottom of the calendar:                                                                             
                                                                                                    
      SPONSOR SUBSTITUTE FOR HOUSE BILL NO. 76                                                      
      "An Act making appropriations for the operating and capital                                   
      expenses of the state's integrated comprehensive mental health                                
      program; and providing for an effective date."
